Layer 1: Federated Learning Model (FLM)

The Federated Thinking Model puts several specialised models on the same problem at once. Where their outputs conflict, the applicable statute decides the answer, never a majority vote, so the same inputs reconcile the same way every time. No department has to pool its data for this to work.
