Why Legacy Infrastructure Holds Institutions Back

Most government and enterprise IT environments have accumulated systems over 10 to 20 years. ERPs from one vendor, citizen portals from another, financial systems from a third. Each works in isolation. Data sits in silos. Officers and staff re-enter information manually across platforms, creating delays and errors.

Replacing these systems entirely is rarely practical. The cost is prohibitive, the operational risk is higher still, and continuity cannot be interrupted. Replacement is the riskiest modernisation strategy an institution can choose: it introduces data-migration failure risk, operational disruption and capital expenditure that many programmes do not survive.
